Unpacking the Toolkit of Data-Driven Approaches for Promoting Civic Participation in Decision-Making

Civic participation in decision-making is a core commitment of many OGP countries. This session will explore how data can drive civic participation in various levels of decision-making from both bottom-up and top-down perspectives. This session will also explore how data can bridge gaps between stakeholders including international, national, and grassroots civil society; and government and citizens. Civil society organizations from a diversity of political contexts will present their experiences using data-driven techniques to empower citizens to advocate for their needs, promote effective government-led public consultations, and strengthen accountability of the private sector. Discussions will focus on different approaches including GIS surveys, qualitative storytelling, data literacy education, and quantitative fiscal analysis. A session moderator will draw connections between each of these approaches and facilitate an interactive discussion among the panelists and the session participants. This panel discussion aims to answer the following questions:
  1. What are the key elements in the “toolkit” of data-driven approaches for promoting civic participation in decision-making?
  2. What are the benefits and drawbacks of both bottom-up and top-down approaches?
  3. How can civil society organizations employ these approaches in various political contexts and across different levels of decision-making (grassroots, national, and international)?
